A society capable of efficiently terraforming a body as large as the Moon could just as easily construct L5-type space habitats in cislunar space. The moon's gravity is not strong enough to maintain an atmosphere dense enough for earth plants to survive, and it's days and nights are much too long for it to be able to regulate the temperature in a reasonable way (particularly with such a thin atmosphere) - not to mention that the plants would have to be able to tolerate 14 days of darkness, followed by 14 days of daylight. If we were to terraform the moon and start to live there, the day / night cycle would be drastically different than it is on Earth, and plants, animals and humans alike may not be able to adapt.

Even supposing you found a way to liberate enough of those gases at the Moon’s surface to give it a breathable atmosphere, you’d have to continually replenish it as it leaked away to space.
